Public Law 2005, Chapter 70 provided for an increase in New Jersey’s minimum wage
from $5.15 per hour to a rate of $6.15 per hour as of October 1, 2005, and to $7.15 per hour as of October 1, 2006. This law also established the New Jersey Minimum Wage Advisory Commission (referred to herein as the “Commission”). The Commission was charged with reporting annually to the Governor and the Legislature on its findings regarding the adequacy of the minimum wage and its recommendations as to whether the minimum wage should be increased and to what level. The first annual report was submitted on December 21, 2007, and subsequent reports are to be provided in one-year intervals thereafter. This document represents the Commission’s second annual report.
